Regular, Full Time, ExemptDate Revised: March 2025MENTAL HEALTH CLINICIAN ECMH PEI Alameda County Early Childhood Mental Health and Early Childhood Mental Health Prevention and Early Intervention ProgramRole:Under the supervision of the ECMH and PEI Program Manager the Clinician has the primary responsibility for assessing the children birth through five years old and their families. Services may include: assessment and developmental screening; family screening for service needs; mental health consultation, leading parenting groups; coordination of care with child welfare workers, parents, foster parents, and other collaterals; maintaining a written record of visits, including results of developmental screening, status of referrals made, and group participation.Duties and Responsibilities:Direct client care in home or the community for children birth through five years and their familiesBe linguistically and culturally competentAttend appropriate meetings, which include weekly group supervision, staff meetings, trainings and supervisionObtain consent for treatment from the child welfare worker, where appropriateMonitor eligibility and obtain authorizations where appropriate.Through scheduled sessions, provide developmental screening of assigned children and families, including family screening that identifies areas of need. In conjunction with PEI team members, support families to access resources, including mental health treatment.Provide mental health consultation to community stakeholdersProvide trainings to community members/partners specific to the needs of 0-8 population and their familiesConduct groups for caregivers of children ages 0-8, can be drop-in, ongoing, or curriculum-basedWork in conjunction with PEI team and in collaboration with county personnel to build awareness and access to services and supports for families with children ages 0-8.Follow regulatory guidelines, mandated reporting, and program/agency protocols in performing dutiesAbide by all provisions of the ABW personnel manualPerform any other duties as directedQualifications:MSW, MA, PhD or PsyD from accredited school of social work or psychology. Must be licensed or registered with BBS or BOP.Excellent clinical and writing skills.Direct experience working with diverse racial and ethnic populationsUnderstanding of basic theoretical and developmental principles of infant, early childhood, and family mental healthAbility to understand psychological assessment reports; psychological assessment experience a plus for psychologist applicantsMust have a car and good driving recordUnderstand and desire to work with a strength-based mental health approachKnowledge, understanding, and willingness to work with interdisciplinary approaches and partnershipsUnderstanding DSM, DC: 0-5, and treatment plansAbility to work independently and to work as a member of a teamExcellent organizational, computer and communication skills.Ability to pass various background checks needed to work with childrenWork EnvironmentWhile performing the duties of this job, the employee regularly works in an office or community setting. This position is eligible for telecommuting with supervisor approval.Physical DemandsThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.While performing the duties of this job, the employee is regularly required to use hands and fingers to handle, feel, or operate objects, tools or controls, and reach with hands and arms. Days and hours of work are Monday through Friday, 8:30 a.m. to 5:00 p.m. (subject to change, with supervisor approval, to meet the business needs.TravelLocal travel to various worksites is required.Work Authorization/Security ClearanceEmployees must pass a Livescan and receive TB and health clearances prior to employment.
